either event handler is re-entrant - cc-switch failed to start

Quick fix

On Windows, try WebView2 parameters if enterprise security software conflicts; the reports provide no generally verified fix.

Error output
either event handler is re-entrant (likely), or no event handler is registered (very unlikely)

Multiple Windows reports show the same error in tao's Windows event loop when cc-switch starts. Symptoms include the UI not opening, a white screen, a background process remaining, or a crash. Reported versions include 3.9.1, 3.11.1, 3.14.0, and 3.14.1; these are affected report versions, not confirmed fix ranges.

Reported causes vary. Enterprise security software such as 天锐绿盾 or IP-Guard may conflict with window or embedded-browser mechanisms; the IP-Guard cause is only the reporter's speculation. One user resolved a white screen caused by a 绿盾 and WebView2 conflict by setting `WEBVIEW2_ADDITIONAL_BROWSER_ARGUMENTS=--no-sandbox`, while another reported that it did not work. The maintainer also noted that Tauri 2 has higher system-version requirements and suggested trying the CLI version. The reports do not yet provide a verifiable solution for all instances of this error.

  1. If 绿盾 or similar enterprise security software is installed and the symptom is a white screen, try setting the system environment variable `WEBVIEW2_ADDITIONAL_BROWSER_ARGUMENTS` to `--no-sandbox`, then restart the computer. Only one user confirmed success, and only for a 绿盾 and WebView2 conflict.

  2. If 天锐绿盾 is installed, follow the discussion's suggestion: close it before starting cc-switch, then reopen 天锐绿盾. No confirmed-success feedback was provided for this suggestion.

  3. If these scenarios do not apply or the issue remains, the reports provide no verifiable general solution. Follow the relevant source issues for updates.

Which policies did you change?
The discussion does not provide a specific policy list. The only confirmed case mentions setting `WEBVIEW2_ADDITIONAL_BROWSER_ARGUMENTS=--no-sandbox`, and it does not work for every white-screen case.
