Symptom
Section titled “Symptom”stream disconnected before completion: The free quota has been exhausted. To continue accessing the model on a paid basis, please complete your payment information (or disable the "use free tier only" mode in the management console if already completed)The user enabled routing for Codex in cc-switch 3.16.5 on Windows, first enabled qwen3.5, then switched to qwen3.6 and restarted Codex. They then encountered the free-quota exhaustion error. A commenter interpreted the error as quota exhaustion. The reporter added that the old model had no quota left and the new model still had quota, but the Codex configuration still showed the old model after switching. They also reported that the configuration was overwritten every time Codex started. These reports suggest distinguishing the quota issue in the error from the reported failure to switch models. However, the original thread neither confirmed why the configuration was overwritten nor provided a verified fix. The issue is closed, which does not mean the problem was fixed.
The original thread has no verified fix. The reporter tried switching models and restarting Codex but still observed the old model configuration, so restarting cannot be treated as a confirmed fix.
Follow source issue #5606 for further discussion to see whether it explains why model switching did not take effect and why startup overwrote the configuration, and provides a solution.
