baseurl error or 401: Codex's base_url is overridden by the routing address

Why does it report a baseurl error or 401 if I don't make this change?

Cause

The user reported that in Windows 11 and CC Switch 3.16.5, the Codex configuration used `http://127.0.0.1:15721/v1` as the actual `base_url` and set `experimental_bearer_token` to `PROXY_MANAGED`. They were also concerned that using a routing address in the general configuration would replace the provider's actual `base_url`. The maintainer replied that CC Switch 4.0 had changed the interface and configuration write behavior, so the issue was closed. The issue does not say whether 4.0 resolved the specific base_url or 401 behavior.
