Cache stuck at 13824

In a report involving Windows, CC Switch 3.17.0, and Claude Code v2.1.148, the cache count remained fixed at 13824 while routing, and subsequent caching could not continue. The user could not reproduce the issue after testing Claude Code v2.1.215 and suspected that the older version's variable prefix was incompatible, but the maintainer did not confirm the exact root cause.

Another issue noted that, starting with Claude Code 2.1.36, the dynamic `x-anthropic-billing-header` might cause prompt cache misses and suggested setting `CLAUDE_CODE_ATTRIBUTION_HEADER=0`; however, the reporter explicitly stated that this setting did not resolve the cache-stuck issue. Whether reverse proxying Codex through gpt 5.6 sol using new api had any effect was also not confirmed.

  1. Update Claude Code from v2.1.148, which was used when the issue was reported, to v2.1.215.

  2. After updating, have a normal conversation and confirm that subsequent caching continues and no longer remains fixed at 13824.

  3. Do not treat `CLAUDE_CODE_ATTRIBUTION_HEADER=0` as a confirmed fix for this issue; the setting did not work in this report.

Why does setting `CLAUDE_CODE_ATTRIBUTION_HEADER=0` still not resolve the issue?
This variable disables the dynamic `x-anthropic-billing-header`, but issue #5541 explicitly reported that it did not resolve the cache being stuck at 13824; the effective feedback in the thread was to update to Claude Code v2.1.215.
Does reverse proxying Codex through gpt 5.6 sol using new api have any effect?
The reporter raised this possibility, but the thread reached no confirmed conclusion. What is known is that the issue occurred with Claude Code v2.1.148, while the user encountered no problem when testing v2.1.215.
